Job Overview

The Clinical Manager (Medical) Grade 1 will coordinate and manage medical services within the Tshwane District. The role includes oversight of Clinical Forensic Medical Services and National Health Insurance medical officers to ensure efficient and compliant healthcare delivery.

The successful candidate will work closely with district management teams to strengthen clinical governance, maintain service standards, and ensure compliance with healthcare legislation and departmental regulations.

Minimum Requirements

Applicants must meet the following requirements:

  • Bachelor of Medicine (MBChB) or Bachelor of Surgery degree or equivalent qualification
  • Registration with the Health Professions Council of South Africa (HPCSA) as a Medical Practitioner
  • Minimum of 10 years’ experience after HPCSA registration as an Independent Medical Practitioner
  • Valid South African driver’s licence (exception applies to persons with disabilities)
  • Computer literacy in MS Word, Excel, PowerPoint, and virtual meeting platforms
  • Strong written and verbal communication skills

Knowledge and Competencies

The ideal candidate should demonstrate:

  • Sound knowledge of Clinical Forensic Medical Services legislation and related legal and ethical practices
  • Understanding of the Public Finance Management Act (PFMA)
  • Knowledge of the Public Service Act and relevant regulations
  • Strong interpersonal and leadership skills
  • Financial and human resource management capabilities
  • Ability to work independently and make sound clinical and administrative decisions
  • Capacity to manage, train, and supervise clinicians within the district
  • Ability to provide expert or state witness testimony in court when required

Managerial experience and/or a Diploma or Certificate in Clinical Forensic Medical Services or General Management will be an added advantage.

Key Responsibilities

The appointed candidate will be responsible for:

  • Coordinating and managing medical services within the district
  • Overseeing Clinical Forensic Medical Services and NHI medical officers
  • Serving as Infection Prevention and Control Coordinator
  • Assisting in the management of commuted overtime for doctors
  • Supporting management of full-time and sessional district clinicians
  • Ensuring compliance with healthcare policies and regulations
  • Supporting efficient service delivery within Primary Health Care
  • Organising and participating in Continuous Medical Education programmes
  • Managing complaints within the unit and advising district management
  • Supervising and coordinating 24-hour medical services
  • Participating in recruitment and placement of staff
  • Facilitating skills development and capacity building initiatives
  • Assisting in developing and monitoring clinical guidelines, protocols, and standard operating procedures
  • Conducting patient file and J88 audits
  • Maintaining Thuthuzela Care Centre (TCC) status
  • Serving as part of the District Management Team and collaborating with District Family Physicians
